Preparation of the Fiscal Strategy Paper is a mandatory requirement for every County under the Public Finance Management Act. The Fiscal Strategy Paper is prepared by the County Treasury and submitted to the County Executive Committee for approval before being tabled in the County Assembly by the 28th February every year
